包皮問題

病患者男 - 3歲

我仔仔下個月中就3歲，他小便時陰莖會脹起，不過排尿都好順暢，也沒有發炎，但佢個兒科醫生話佢包莖，仲話有機會要做手術，想問這種情況真的需要手術嗎？男仔一般幾多歲包皮才會變得比較鬆弛呢？
