包皮炎？

醫生你好，我之前在別的診所看了兩次醫生，醫生話因過敏，而症狀是包皮會有少少傷痕，而龜頭有好像血色的印，之前會有好轉，但是會番發，過了3個月還是這樣，也有搽含少量類固醇藥膏，但是好像也是好了又番發那樣，那麼我現在應該怎麼辦？
